Need to define timing coming out of RESET for instruction fetch, etc

It's a mess right now:

The first instruction is add zero, zero, zero (0x00000033), which is nowhere to be seen in the waveform. There's a bunch of dumb stuff happening in there where I'm fetching the next_pcth block of memory.
